1: Start off with a simple sketch. The left image is a human eye and the right image is a gundam's eye.
2: Ink it in then scan into a computer. You can do it in the opposite order, and digitally ink the sketch, but make sure that the line has the antialiasing disabled.
3: Start adding color. As you noticed, I didn't do the actual pupil or the iris until this step. This is so it doesn't get in the way of inking in my point of view, and can be done earlier, but it MUST be done by this step.
4: Now, let's start with the effects. Using a program like Paint.Net, Arcsoft, or Adobe is best for the next few steps. Using a transparant brush, line the bottom part of the iris with a richer shade of the eye color than the eye already is. The arrows point to the areas where the brush should go over.
*: This isn't a step, but a reference as to how they lighting and the colors change on the eyes, and how this differs with different colors.
5: Add lighting. Anime fans may know of the bright speck of light on the top edge, and SDGF has a bright tilted eclipse on the bottom, only in the iris. Go over until there are rings coming from these light specks.
